Es ist so weit! Nach einem Jahr intensiver Arbeit stellt das openCost Team einen ersten Entwurf für ein Metadatenschema vor, mit dem die Kosten einer wissenschaftlichen Publikation in strukturierter Form erfasst, abgefragt und abgebildet werden können. Dieses soll in einem nächsten Schritt auch Transformationsverträge und Mitgliedschaften umfassen.
Ziel des Projekts openCost ist die Schaffung einer technischen Infrastruktur, mit der Publikationskosten über standardisierte Schnittstellen und Formate frei zugänglich abgerufen werden können. Dadurch soll eine Kostentransparenz auf institutioneller, nationaler und internationaler Ebene ermöglicht werden. In einem ersten Schritt erarbeitete das openCost-Team in Zusammenarbeit mit (inter-)nationalen Interessensvertreter*innen ein Metadatenschema und schlägt dabei eine eine xml-Repräsentation vor, welche sich insbesondere für den Austausch über OAI-PMH anbietet. Das Metadatenschema soll alle für die Publikation angefallenen Gebühren („Total cost of Publishing“) berücksichtigen, einschließlich der Open-Access- sowie Nicht-Open-Access-Publikationsgebühren und Bearbeitungsgebühren (z. B. Kosten für Banküberweisungen, Kreditkarten usw.). Damit soll ein Überblick über alle Zahlungen einer Institution (sog. Informationsbudget) möglich werden. Außerdem ermöglicht das standardisierte, maschinenlesbare Format einen einfachen Austausch von Kostendaten weltweit.
Um das Metadatenschema weiter zu verbessern, bittet das openCost Team um Feedback aus der Community und stellt das Schema als „Request for Comments“ (RFC) Dokument zur Verfügung. OpenCost bittet um Anregungen und Kommentare bis zum 31.3.2023 als GitHub Issue oder per E-Mail über unsere Mailingliste. Nach Ende der ersten Kommentierungsphase werden alle eingehenden Anregungen im openCost-Team diskutiert und ggf. übernommen. Finally! After a year of intensive work, the openCost team presents a draft for a metadata format to record, retrieve and map all costs of a scientific publication in a structured way. This includes payment for single articles as well as transformative agreements and can easily be adopted to subscription costs.
The aim of the project is to create a technical infrastructure that makes publication costs freely accessible via standardized interfaces and formats. In a first step, the openCost team has developed a metadata schema in collaboration with (inter)national experts for which it proposes an xml-representation that is particularly suitable for exchange via OAI-PMH. The metadata schema attempts to consider all costs related to publication („total cost of publishing”), including Open Access and non-Open-Access costs as well as costs for processing fees (e. g. costs for bank transfer, credit cards etc.). The intended goal is to provide an overview over all payments to publishing houses made by an institution (the so-called information budget). In addition, the standardized, machine-readable format enables easy exchange of cost data worldwide.
To further improve the metadata schema, the openCost team is inviting feedback from the community and making the schema available as a „Request for Comments“ (RFC) document. OpenCost is asking for suggestions and comments by 31.3.2023 via GitHub issue or via email. After the end of the first comment period, all incoming suggestions will be discussed by the openCost team and, where required, incorporated into the metadata schema.
